RUSSIAN and UKRAINIAN release

:1964: OK, after the 0.9.9 is out, here's the release version of my translations for 1964. Changes:
(!) -Renamed the files so the language names are now in cyrillics.
(!) -Changed all strings where the letters didn't fit the space (mostly in the ROM Properties dialog).
(!) -Version: release 4. Date: 05 January 2004.

Fixes:
-Renamed the file: from "Spanish.lng" to "Español.lng"
-"Traducido..." now visible

This is a minor update for the Spanish translation.

Changes:
* "Eliminar subproceso de CPU" -> "Terminar subproceso de CPU"
* "Ingresar nuevo truco mediante un código" -> "Ingresar código para un nuevo truco"
* "Límite de velocidad" -> "Limitación de velocidad"
* Other minor changes
