Currently Djipi can not legitimately cel-shade anything himself. That will require the work of a graphics plug-in for the emulator itself. At the moment there IS work being done to include cel-shade support on a plug-in (I can't remember which, or who the author is at this time, sorry), but as of this moment, it is unreleased.
Ultimately, you will have to use both Djipi's texture package and this up and coming graphics plug-in for the full effect.
Regarding the legality... well, none of us enterted a Liscensing agreement with Nintendo, so there are no clauses that state we can not alter the contents of the software, BUT Nintendo does still hold all of the copyrights to the art, assests, and software. Thus distrobution of the OoT ROM is illegal, and is Djipi is utilizing any textures which are copyright of anyone else, Nintendo or otherwise, the texture pack itselff is illegal. If all of the textures in the package are original there is nothing wrong with it, and for the end user, provided the texture package is applied to a legitimate copy of the game it is also legal. Again, since we didn't agree to not modify any of the files in a EULA (popular with PC software) use end users who own OoT can freely modify that software and art.
Distrobution being entirely independant from the above, of course, but this shouldn't be a problem. Regarding the 2D OoT 'mod', the developers were taking the plot settings and all of those fun things which are copyright of Nintendo and distributing them. A texture package can be distributed independant from the ROMs (and will have to be), and furthermore do not require any copyright material be included.
In short, the ONLY concern those interested in this texture pack need worry about is whether or not Djipi will be using any content that is copyright of ANYONE else.
About the English, Djipi is french, but we like to maintain a standard language for the forum. Otherwise discussions become segregate and broken.

Great work on the Gerudo fortress, but I feel the inside stone wall texture repeats too much. Paritcularly on the bottom right corners of most bricks. Try getting a little more variety in there. Great job, otherwise! You're getting close to the home stretch. Way to go!!
