It sounds like a generally unstable computer now. It could be your Windows install was corrupted in the power outage, or (less likely) hardware damaged. Are you using NTFS or FAT32? I believe NTFS is much more resilient to improper shutdowns (something i've noticed personally, damn people tripping over power cables at LAN parties
