whats the tool called that lets you view info about a dc image? it'll tell you wether its ntsc, pal, vga etc.. i had it before but had to format

I think it's this tool... i don't remember where I get it, I was looking for something related to psx and founded by accident, I saw it on a thead 3 or 4 months ago.
