I'm trying to use the VMS browser to load a .dci file I got from GameFAQs. I'm pretty sure I understand how to get the .dci file on the VMU.bin file, but I can't get the file to have any blocks of memory. Neither VMU.bin nor VMU1.bin have any free blocks. Do I need to somehow formate the VMU.bin file before it can be used?

Yeah, you need to boot up Chankast and go format your memory cards through your BIOs.
