Do you guys know a good video editing program that I can download that has a slow and fast motion effect in it?

Mmm, as in making it go slow/fast..? Or making it look slow/fast? For any of these try Jasc Animation Shop 3. As I've never worked with images seriously all I can reccommend.

I mean so I can cut out the sound and then make the video go at 2x speed or half the normal speed

Try Virtualdub

You can tell it to "copy" a video and not copy the audio, and set the framerate at twice the speed that the video is at.
