Welcome to emutalk.net evader,
because we often get these kind of questions, I suggest you to checkout the following link:
http://www.emutalk.net/dolphin/18442-rules-forum-faq-read-before-posting.html

And guess what :p, your question is in the FAQ!

Q: Whoa, Dolphin is running as fast as a pregnant snail, what am I doing wrong?
A: The Nintendo Gamecube is a very advanced platform and (todays) computers are not fast enough yet to emulate it with the techniques we use. So... you aren't doing anything wrong! Upgrading a CPU or GPU won't gain you much more performance (you will only gain 1-5 fps). IF you decide to upgrade just besure to get a 64-bit CPU and a GPU which supports 2.0 pixelshaders.

The thing is, Dolphin doesn't quite use even half of my computer's resources even in-game, the thing never gets past 30-40% use of the CPU, which is rather, er... dubious, so I wouldn't quite lay down the blame on the actual technology but rather on the lack of optimization of the emulator. I think.

Well that also was said(a heck lot of times) that the emu is optimized(but not enough).

That's probably due to Hyperthreading, and not a lack of optimisation. Dolphin has no limiter or sleep when idle code, so will steal all the CPU cycles available.

?????????????????????????
No. The emulation of the processor is slow - and you can't skip instructions or the game won't run. The gfx doesn't really slow down the emulator compared to the cpu, where the bottleneck is, so in short: frameskipping won't help.
And stop complaining that the emulator isn't optimized. It is! But it is not enough! Emulation is a complex task and PCs have troubles with it because of a-many reasons.

Thats what i said too! i said that it wasn't optimized enough! I admit i accidently put it in the wrong way but thats what i meant.
