AFAIK, no, at least not directly. IIRC someone attempted to extract the SRAM (or EEPROM??) contents from a UHLE state, ie you can "see" some of it when you open it in an editor, but I don't remember there being any success in making it work.
As for a state-to-state converter, I guess there's not enough data in an UHLE state or maybe some technical problem, or the people who could pull it off just aren't motivated, but I might be talking out of my ass here.
