I have a video card with a TV-Out, it delivers excelent graphics for gaming and also very good video play back, but for displaying text it's weird, you can almost read anything, is this is normal?

This is not going to help much...text has never been great on any nvidia card i have ever had (don't know about radeon cards, never owned one)... you could try ticking the enhance text box in tvtool although i have never found it THAT much different in visual text clarity... Don't mind living with it as long as the films/games look great
This happens because TVs can only display in 320 x 480 (i think, its something close to that) screen resolution. There is no way to change TV tool (or Windows) to that low a resolution so there is no way around it. It has nothing to do with the graphics card, it would happen on any graphics card.
But take into consideration that TVs have a very limited resolution, NTSC has only 720x480 and PAL 768x576. So don´t compare the quality of texts to the quality on the PC monitor.
