Rules page finally up

I've put up a rules page which holds a list of rules everyone needs to obey to (Thanks Gent for the reminder ).

Smiff made a nice rules thread for the PJ64 board, so I took that and modified it a bit (thanks Smiff ), and the official rules are now located here! Make sure to point anyone who's confused there.
