Hey a error im figuring out for my friend Direct3D failed to intialize your HAL device. is there anything this could be besides the video card sucks.please list all the sulutions u can.happy new years

i think i had this problem and what i think i did was download the latest version of directX, if that doesn't work, use glide64 plugin with evoodoo, both can be found in the downloads section.

If you get the above error message, make sure the desktop is set to "High Color (16-bit)" instead of "True Color (32-bit)" or "True Color (24-bit)", because the Intel onboard video and probably other onboard video hardware don't support 32-bit or 24-bit color when running 3D games.

I don't believe that's the problem. Setting the compatiblilty mode to Windows 95
isn't required.

Follow yumero's advice. Download Glide64 and evoodoo from the download-section, and then extract glide64 to the plugin-folder and evoodoo to the main-dir of PJ64. Then select Glide64 as video-plugin, and it will work.
