When you want to view the pictures you've taken, check "Copy framebuffer to RDRAM" in the Advanced section of graphics configuration and make sure Full-Scene Antialiasing is turned off, assuming you're using Jabo's Direct3D8 1.6 plugin. Uncheck it when you're not viewing pictures since it slows down the emulator a lot.

Yeah, you can't take pictures of the "signs" so you can't complete the game. You can't get dugtrio either...

Could someone direct me to the "Copy framebuffer to RDRAM" setting? It's not in the Configure Graphics Plugin section and I checked the advanced settings tab. In fact, I've checked everywhere and I just can't see it.

It is in the Advanced tab in Jabo's Direct3D8 plugin configuration window. It. Is. There.
