OkayGo and I setup an IRC channel at FreeNode for Mupen64Plus.
Server: irc.freenode.net
Channel: #mupen64plus
This place is for any discussion related to the development of Mupen64Plus. You must follow the rules of FreeNode when on this channel (because, of course, FreeNode is the server.)
If you do not have an IRC client, here are some ways to get on.
This is XChat for windows. The Official Windows port costs money, but this unofficial one does not, and it is completely legal (XChat is open source, the official windows build is the only thing that costs money)
HydraIRC: http://www.hydrairc.com/
HydraIRC is another very nice free IRC client. This one sort of mimics mIRC so if you have used mIRC before and, say your trial expired, or you no longer have it installed, this is a good replacement.
Bersirc: http://bersirc.free2code.net/
Bersirc is a nice open source lightweight IRC client. You'll find it's not as beefed out as most clients, but it is really easy to use and lightweight.
jIRCii: http://jircii.dashnine.org/
This one is quite simply a nice client that looks alike mIRC. It runs using Java, so unless you have Java installed and aren't looking for a lightweight client, you'll find that this one does what you need and a bit more.
mIRC: http://www.mirc.com/
Beginners might like this one, but it costs money. You really shouldn't use this because it's not free.

Linux Clients
XChat: http://www.xchat.org/
Unsurprisingly, this Open Source GTK IRC client is also available for Linux (but the official Linux builds are completely free)
Konversation: http://konversation.kde.org/
Konversation is a nice IRC client for KDE. It is very user friendly.

Here are some tutorials. The most popular tutorial is posted first and then others are added on with only a number. These are not page numbers. Trust me.
