With every rom that I try to run I get an error that says that the folder MemPacks isn't available and it asks if it wants to create it, I click ok, but then it says it cannot create the mempak1.mpk
MemPacks?

You can create a mempak file through the input configuration (when using N-Rage's plugin). Alternatively, you could disable raw data support, which let's the emulator handle mempaks instead of the plugin.
