Making a Table File

I am trying to make a table file for a game.

That website told me what to do. The only problem is I don't know how to type in the weird sybols. I need help on what to do.

If you open a XVI32 with a japanese rom, it as a bunch of wierd sybols which I cannot type. Some are dots, arrows, and small backward L's.
