Apparently so. They're doing some great stuff on the PS2 graphics wise now it seems. Transformers, Ace Combat 5 and this all look absoloutely superb.

Ditto on Ace Combat 5; those screens are superb. Burnout 3 is also looking fantastic. Some developers really know how to tap the PS2's potential.

Not sure about Ace Combat... but the GT4 shots are renders, not actual frame grabs.
The game is actually shipping with an offline renderer built in so you can make your own high-res (~1280x1024 or something like that) snapshots to put on your memory card.
Those shots appear to have some insane quality AA - which is impossible given the sheer number of textures per frame, plus the impressions I've seen that said it has the same ol' shimmering (though greatly reduced) from GT3.

Like Tangrineth said, it can't. Those are renders. The resolution/FSAA will drop once it's actually in-game, and most likely it won't look that different from games available right now. GT4 will look great, don't get me wrong, but it won't look like those pictures put into motion.
