hi

i was curious if ROMS were legal so i googled it

aparently they are not in the USA

so i cannot legally play my old N64 games?

ROMs (game images, BIOS files etc) are legal if you own the original and dumped it yourself. Otherwise it's illegal. This is assuming you live in a country that observes copywrite laws.

Emulators themselves are legal.

You can search the board or Google for the relevant US court cases involving emulators.
