Jabo_Direct3D8.dll failing to load

When I go into settings (from project64 window: options==>settings) I get an error message saying "Failed to load plugin: C:\PROGRAM FILES\PROJECT64 1.6\Plugin\Jabo_Direct3D8.dll". I've checked the folder and it's in there. My PC specs are as follows:
Windows ME (ugh..)
1.2GHz AMD Athalon Processor
640MB SDram
32MB nVidia TNT2

Anyone know what's goin on here?

Jabo's D3D8 really requires DirectX 8.0+ compliant video hardware. Any TNT hardware is not going to work. I suggest you use the D3D6 plugin instead.

Ahh. Thanks for clearing that up :). Any advice to how i should get the pictures in Pokemon Snap to work?

You need to enabled 'Copy framebuffer to RDRAM' from the Advanced tab in the plugin settings. This slows down emulation a lot, so turn it off when you're done.
