What IS your video card? Make sure that your drivers are up to date too.

The card you have is a DirectX7 card but it should still work when you have DirectX9 installed (but it being a DX7 card it can only use DX7 features and nothing more).

Still, does it pass the Direct3D tests in the DirectX Diagnostics Tool? (Start --> Run, type in dxdiag and run it).
