I know no N64 emulator has ever incorporated this, and requesting new features is generally frowned upon.
I can imagine patching has been generally overlooked since there are so few actual patches available for N64 games versus the 8/16/32 bit systems. However, patches for N64 cartridges are starting to become more prevalent. There are programs around to edit images for select games, as well as level and geometry editors on the horizon, besides a few translations floating about.
This is probably just a convenience thing, but would be a nice feature to see one day.
