The slow card with lack of gpu powa can't send all that data that's needed to "fill" the ram.
Plus if it gets more ram is it harder to keep the same clock frequencies, low-end cards with much memory usually have lower clocks on it (= slower). It's the same thing when you overclock a computer. It's harder to overclock if it got many memory modules. So if it's a low-end card can't it use ex 256MB ram.
I am not going to argue anymore... but the fact is that more memory always developers to fill it up more. Loading times, anyone? No matter, no matter. I don't say cards with more memory is worth the extra cost - that's up to you.

here's the thing..
i checked for AGP port.. none
PCI-express cards are really expensive and i dont think my pc would work correctly with one of those
so i am about to buy:
-ESS motherboard: supports 400-800 Mhz bus, up to 2 GB RAM, a 8x AGP port, 5.1 sound and 5 PCI slots
-Geforce 5500 256 MB (AGP of course)
-1 GB RAM memory ... lol
any suggestions ?

PCI Express cards aren't expensive. In fact, they're cheaper than their AGP counterparts.
If you're going to buy a new motherboard, buy one that supports Pci Express, because that's the new technology and that's what new cards will use. As for a card, when it comes to nVidia, don't use anything lower than 6XXX. The FX line is crap.
