Is it even possible at all to set up a HTTP server with an internet connection using a NAT router?

I'm asking, because I gotten some cruel wording that if you have NAT,
it is impossible to have a HTTP server, because NAT prevents you from having a public IP address.

Sure it's possible, as long as the NAT router has port forwarding enabled and configured correctly. Just tell the router to forward all port 80 requests to whatever internal address you want to.

... otherwise the router will appear as the computer, thus a different IP address will be broadcast, not that of your actual PC connected to the thing. It's the router that's connected to the internet, obviously.

Makes it nice and easy to avoid getting your ass hacked, but a little tricky for stuff like that.
