Because you were a previously banned member is why. If you wish to rejoin after you have been banned then the best course of action would be to make sure your first posting is an acknowledgment of the ban.

Well there is no hard and fast rule, though generally bans are never overturned. I do think an apology once you have circumnavigated a ban may stand you in better stead than someone who tries to hide away.
