Help with games.ini

Hi, it's my first experience with GC emulator.
I just downloaded Dolphin 1.03 and installed it.
Then, I downloaded the latest games.ini from one of the stickies.

But, where do I place the games.ini?

In my installation folder, there doesn't seem to be a file named "games.ini".

So, I just followed my gut feeling, and placed the downloaded games.ini file to my installation directory \program files\Dolphin\).

I am not sure if it's a correct place though since Dolphin doesn't seem to be reading the updated games.ini
(I loaded up a GC imaged of Super Smash Brothers, game ID GALP_7E1C. In the downloaded games.ini file, it's supposed to have

GenreId=2
EmulationStateId=1
ForumID=-1

But, when I check the property of the rom in Dolphin, Genre and EmulationState seems to be blank.

Of course, I removed the rom from Dolphin, then exit Dolphin, run Dolphin and imoprt the rom again, but still nothing in Genre and EmulationState properties.

To my knowledge, you dont need games.ini for dolphin to run. I know that SSBM works if you change the language to Japeneese. Even at that the dolphin runs SLOW with every game, and is not meant for playing games yet.

The games.ini makes no difference to how the game will run, it simply updates the info about each game (genre, compatability, blah blah).
