But if we dump the bios from our own console we can use it with emulators and be legal right?

The whole point was that if the license says it's illegal to copy the bios, in any way, even for purely private purposes; it's illegal, wether you dumped it or not.

I got it. The emulator itself and the ability for someone to use it depends on the licence provided with it, the licence provided with the hardware/software we want to emulate and the laws of each country (for example in some counties it's legal to make backup copies of your software where in some others it isn't). Am I right?

P.S: If someone could code an emulator that is able to run newer games at full speed he would do it as long as he isn't breaking any laws
