Not sure if this is a bug or what, but when I'm riding Epona, I can't shoot arrows. I've tried a dozen times, pushed every button for controls that I could and didn't get anything.

You want the 'B' button (or rather, whatever button/key you have mapped to that button). Barring that, silly question: You do have the bow, right?
(I know, under normal circumstances you can't get Epona before you have the bow, but cheat codes can circumvent that and you didn't mention if you were using any.)
