GTA 3 and Vice City refresh rate stuck at 60Hz

hi guys, i'm new to these boards. not sure if this is the right site to be asking this question. in searching for some tech help this site came up in a search engine so i'm posting this problem here and on some other sites in hopes that someone somewhere will have enough of a tech background to actually SOLVE this problem for me. thx for reading.

i installed XP Pro and now GTA 3 and Vice City will only refresh at 60Hz despite the fact that my Desktop is set to 85Hz

i have tried using "Override Refresh Rates" with the Nvidia control panel

i have tried Refresh Lock, Refresh Force, and NVRT

i have tried removing the game, the game files from My Documents, and all the game's regkeys and then reinstalling

NONE of these things has any effect on this refresh rate problem.

someone please give me a fix that would actually WORK. do NOT suggest i do any of the above things since i already did. preferably, tell me how to manually edit the Vice City files that tell the game what rate to refresh at, or link me to a Mod that will.

you know, ever since i installed XP GTA3 has been giving me shit too, haven't tried it on my new pc (this one) though, you're not alone

Definately refresh rate and not FPS? Because Vice has a ceiling fps of 60 (I think, with the frame limiter), and so that would explain a lot.

THAT SAID, in Counter-Strike I need to set the 800x600 refresh to 100Hz in order to get 100fps (?!). The fps is in direct corrolation to the refresh rate I set, which is ultra-bizarre....

Use the DirectX refresh rate override in the DirectX diagnostic utility,
DXDIAG.EXE .
