Actualy GTA2 works fine with windows 2000/XP, its just most of the cd cracks ruin the safedisc protection (they cause a general page fault) in NT, so you can't even run it. If you use a legit retail copy though, it works fine.
The same thing applies to other safedisc protected games, namely AOE2.

i can't believe anyone would consider an athlon
and a geforce 3 a modest system. that's exactly what i have, and my machine handily trashes all my friends machines.
but maybe you live on some island where everybody upgrades everything monthly... i don't know.

oh yeah, and for a GREAT game with real punkish cops try out need for speed 3. it's old, but the gfx aren't bad, and it'll run on ANY computer almost. and the gameplay is GREAT in "hot pursuit" mode.
