Game is Having Huge Hang Up Problems

Ok, I've been having this problem for a while now; it kinda disappeared for a while, but now it's come back and it's angering me. Ok, so the deal is I'll be playing any game and every 30 seconds or so the game suddenly starts stuttering and the fps drops from 60 to 21 or so. As you could imagine this is insanely annoying. I'm playing with an XBox360 USB controller on an ATI Express 1100 and an AMD Turion 64x2 (1.6 Dual Core) laptop. Any ideas what could be cuasing this?

Sounds like another process in the background is doing something sporadically. Either that, or your graphics card is on its way out.

I've never had the pleasure of dealing with a Turion, but somehow I doubt it's your processor.

What all are you running when you're playing this? Anything you didn't when your issue disappeared?

2000 different possibilities. Have you tried alternative plugins? (e.g. Rice Video for Video, Azimer for Sound...) May work better with your hardware.

Plugins can cause this problem? I tried several different ones on my older desktop without much of a change in performance, but this was months to half a year ago.

Well, I'm using Project64 1.6, I've tried 1964, and that was even worse as it just wouldn't work right off the bat. I don't think it's my graphics card dying as I can run any other PC game or even emulator perfectly, it just seems to happen with N64 emulators. And as for the background tasks, i've turned everything off that I can, and it doesn't help. Like I said, for a little longer than 2 weeks I've been playing fine without a hitch, other than the first day I downloaded the emulator. During that first day I had the same problem. If it makes any difference I'm playing Smash Bros., and when I looked at the ROM list it did say there were some video errors, but I find it odd that it would work fine for more than two weeks and then decide to work improperly.

EDIT: Whenever I enter my settings menu, it comes up first with an error message that reads as follows:

"Failed to load Plugin:
C:\Program Files\Project64 1.6\Plugin\RiceVideo6.1.3DX9.dll"

Don't know if this has anything to do with it since I thought I got rid of RiceVideo, and I'm not using it anyway, I'm using Jabos Direct3D8 1.6. At any rate, the menu comes up after I click ok to the error.

make sure the CoolnQuiet driver is installed.

How do I check to make sure it is?

Also, it seems the problem happens when I use my XBox360 control to play. I used the keyboard and it had no problems at all for a good 10 minutes, I plugged in my 360 control and it all started up. Thing is I used the control all during the time it worked fine I don't get why it would suddenly be causing problems.

EDIT: Ok, I checked online, looks like cool-n-quiet is for Athlon 64 and a few other AMD processors, unfortunately not for the Turion :(
