freeze on bios screen

i dont know if i have the controller in chankast setup right (i've used both plugins that come with it) but when i start emulation i hit the "set date and time" screen but i can't select anything or move around etc.

i know the emulation is working because the wave in the background is moving as is the part on top. i dont have an english bios and im thinking that may be the issue. if anybody has any insight i'd be very greatful

update:

i got a US bios and it gets past the bios screen but there is still absolutely no input from any of the plugins. i even went to ngemu and got a third plugin to try but it still didn't work. im using the latest 0.25.

yes, the game boots quite well on my dreamcast.

i've been attempting it on the keyboard. should i try on a gamepad?
