Not necessarily a firefox issue - what type of connection are you using? MSIE does this too, the start of the download it says some silly number then it averages itself out to the "proper" speed.
I wish I could test it out with IE, but...I deleted iexplore.exe Anyway, I'll probably mess around with it, but I'm pretty sure Internet Explorer didn't have this problem.
You can only download as fast as the server is sending to you, remember, the internet is nothing more than a collection of computers sending data, so either one of the two possibilitys:
1) Server is slow
2) Routers the data is going through is slow
I think I can explain this. FireFox starts downloading even before you select a folder to save the download. So when you select a folder the download has already started for several seconds (depending on how fast you select a folder to download to).
That could be the reason why the download speed seems to be so high at first.
