Do i really need ip.bin?

i don't have the file ip.bin that some people are talking about, is it necessary to have it? and is necessary to have this file for each game or is this file for all the games, and its unfindable

Some games do not need an ip.bin file, the necessary file for all games is 1st_read.bin (or another file that boots the game).
