consistent resize issue with 1x internal resolution

Hi, I have always had that problem with dx11 plugin and now with that new dx10 as well n 0.58

I don't have that problem with dxLegacy plugin in 0.57 but it's likely because you cannot set internal resolution with it

GFX card : HD7870 XT
OS : Windows 7 x64
