There is no blue "border," only some text becomes somewhat blue - and that option is already disabled if you need to know.
 
Hmm...well, the only suggestion I can dig up is that you not use 24-bit color quality in Display Properties under the Settings Tab. Some people tend to have issues with that mode. Otherwise, I'd suggest a program to do this for you.

Your fix only applies to web entries on the desktop, since practically no-one uses active desktop this option is not only already disabled it is meaningless. Plus you don't need a seperate program to set the color depth (which is not the problem) its the last tab in display properties. Sorry if I sound a little hostile but digging up information and understanding it is two different things.

Rather than guess further... Doomulation, explain where these blue text things occur, in pages? games?

Maybe his contrast or colors is off ..

Yeah I use cleartype with my LCD and helps a ton especially when using DVI. Anything else is too sharp looking. On my old CRT I used to use cleartype as well even though it looked a bit blurry I still looked better then the other options.
