any pc program that will allow me to call from my pc to another phone for free?

to my knowledge there is no pc to phone free solution. as SOMEONE somewhere needs to finish the actual call. there are super rate reduction plans, however. and if the other party is a super n00b, and you're talking about international calls or some other expensive calls, you can try voxilla, which has a one time fee for the hardware and is super clean and easy to use after that.
but skype is actually really cool, and you should just upgrade or otherwise help admin your recieving party to be able to use it better. (hell a cheap pc and headset and skype is probably cheaper than the handsets from voxilla! LOL)
