IIRC you have to drop the water level and that block it's gonna fall behind.

Sorry Barry, I've done everything I can, but it isn't enough...
Cheats are stronger than me...

But maybe...
Do you see the strange ground? Why don't you try to bomb that?

Yea. I did. I just didn't have it saved with it blown up. Nothing down there but a Gold Skulltula. Thanks for your help.

More seriously, your save is broken, you can't be able to have bomb / arrows without cheat because you start with this cheat enable... I tested everything, play it with E, U, GC, quick save from one rom to another, the same with native save,
I also tried to open the save in Masterquest to see if it were possible to collect bombs or arrows, but...

The only way I see is to re-play the game from the beginning, without cheats, as freddy mercury said :
