No- its called an ISO. There are GC emulators, Dolwin and Dolphin. Dolwin is released but cannot play WW yet. Dolphin is unreleased but can play WW to an extent at a slow speed.

*ISO. Disk images are called ISOs not roms. You can download Dolwin - a GC emulator, but it has not reached the level where it can play commercial games, just homebrew ones.

It takes a *lot* of time and talent to code an emulator, and a GC emulator will require an ultra-super-hyper PC to run. Buy a GC for God's sake!
