Wow. Verizon needs to hire some 5th grade (or maybe even higher, if at all possible) graduates. I realize it's stupid to believe at first that .002 cents is the real rate, but he did ask repeatedly to verify this. If they misquoted their rates to him, it's their responsibility to make it right and see to it that he pays what he was quoted.

If those reps at Verizon are reading this:

.002 cents/kilobyte X 35,893 kilobytes = 71.786 cents = $0.71786

Lmao that is just great. What kind of idiots do they have working there anyways. I mean he asked the first rep if it was correct, and even had it noted. Then the idiots couldnt distinguish between .002 dollars and .002 cents. It was their screw up, and I think that they should have fixed it to what they told him the first time. It's not his fault they they misquoted.
