Twisted Metal 4 help

I need help with this game because all the stages in the game are very slow except the first level wich is perfect I have tried messing with the video and Cd settings but I can't fix the problem.

I'm using pete's plugins and all my other games including metal gear seem to work fine

Anyway I seemed to fix the problem by diseabling XA and CDDA sound but I've got a problem with the controller it doesn't respond like it should maybe 2 or 3 seconds later
