Well there is a Cheats Project64 web site and also a Cheat Help section in the User Manual of Project64.
As for making your own cheat codes... You can either buy an Action Replay Pro (European Countries) Gameshark Pro (North America) Or an Xplorer 64 and use it on the real console to create cheats.
Or you can wait for Project64 1.7 when it comes out that will have in-built Cheat Creation and Memory Editor functions.

start up the rom, go to "system".
Select "cheats..."
Right click, select "add new cheat..."
enter a name, it can be whatever ,gibberish, whatever- won't matter.
then go down, add the text for the cheat.
Select "add cheat".
Click the check box ya want with the name you gave the cheat.
start the game.
The cheat will be enabled.
*it is best you do it at the start menu~ or else it may not work.
