settings for frame rate?

Is there any way to lower the frame rate of games? PJ64 wants to run Super Mario 64 and OoT, and everything else I've checked, at 60FPS. I want to run it at 30FPS. now, I searched the support pages and it says that the FPS cannot be changed as it is an in-game setting. however, that same article says that Zelda runs at 20FPS, which is not what PJ64 says when I run it. so.....any clarification?

PJ64 runs the games at the correct framerate. The 'fps' counter really means fields per second (or V/Is per second) and not frames per second.

The amount of frames per second is fixed and cannot be changed - doing so speeds up or slows down the game.

Excuse me for asking a seemingly stupid question, but why would you want to run games at half the speed they were designed to run?
