I have a question relating to how you can play some PS2 games on emulators when they have the blue color on the disc.

Let's say you download and install Dolphin GC emulator and you own a few actual Gamecube Games. Can you stick the actual copies of games into the CD drive and play them on the Dolphin that way?

Short answer: No.
Slightly longer answer: No, because standard DVD drives can't read GameCube discs without hardware and possibly firmware modifications (CD drives even less so, if someone still uses them).

And what do you mean by "when they have the blue color on the disc"?

I'm getting confused by his first question. Is he asking for PS2 AND Gamecube or was he just confused a little bit?
