Problem with dual-monitor setup.

No, but I did find a debugger in PJ64 1.5 (but it's dead), but the only two things I found that may help you are:

Try to move the apps to the second monitor, and close them and reopen them, it works for IE and WMP9. Some apps will open on the second monitor, but others won't.
This may not help as much but you can see if it does, under HydraVision, setup a hotkey called Snap apps to monitor, select the keys you want to use (e,g,. Ctrl+Alt+F1) and set it to monitor 2, test it out by opening IE (or any other program), hit the hotkeys, and it should goto monitor 2.

Well, post back if this didn't help.

Wow, that little trick of opening IE, dragging it to the second monitor, and closing it there, really works! I noticed that windows "memorizes" that sort of stuff before, but I hadn't thought about using it in this situation! Cool!
Really well thought, thanks! That's all I needed! :)
