Problem deleting PCSX2 save states

I am having problem deleting save state (PCSX2 format - exe file) from PCSX2 V0.8.1. I have no problem loading them up. After closing PCSX2, I go to window explorer to delete the exe file. However I got the following message.

Cannot delete xxxx: It is being used by another person or program.
Close any program that might be using the file and try again.

xxxx being the name of the file. PCSX2 is closed so what other program will be using this file? Anyone know help I can deleted the save states?

Bring up the task manager and check the processes to check if PCSX2 has fully shut down, or you could always reset the computer and then delete the files

I have checked task manager pcsx2.exe is not running but I still cannot delete the file. I also tried to restart my PC but it does not work either. I even try going into safe mode and I still receive the same message mentioned in the previous post. Aside from pcsx2.exe is there another exe file that needs to be shutdown? Is this a bug in pcsx2?
