Newbie question- 1964 won't recognize my USB controller or keyboard commands

Just bought a Sanwa usb joystick for this emulator. But no matter what I do, the first screen says no controller is connected. I have this problem even if I create and load keyboard settings. I have this problem on both Project64 and 1964. What can I do?
