HELP! (show stats) framerate max to 30 not 60?

OK last question...
sometimes i can get games to run at over full speed, but other times i cant. I've tried every possible combination of things i could think up, but no luck.

I think what it boils down to is in the "show stats" HUD, when it is going slowly it says something like

Chankast: 27.39/60
CPU: 100

when it is running full speed it says something like

Chankast: 35.42/30
CPU: 100

i think somehow i changed the "correct framrate speed" (which is what i'm guessing the bold face type is), and i need help w/ if that is the case, or is it another problem. (using "+" or "-" keys dosn't fix the problem)

on another note... has anyone noticed that when u hold the forward button, it dosn't go to the fulest degree as if it was on an analog stick?

Games have variable frame rates on the dreamcast. For example shenmue has soo much detail that the cap the frame rate at 20 - 30 fps to allow the amount of detail in it.

but i mean in the same game(s) (sonic adventure and soul calibur)

You have to set the Dreamcast CPU to 120 in order to run Soul Calibur fullspeed. This is also needed for some other games. Of course you may not gain any more speed if your CPU is not fast enough...
