Basically, this GameTap service offers loads of old console games for play on your PC, notably three Dreamcast titles, and as we all know, there is only one DC emulator (in the public domain) that plays any commercial games - Chankast. Maybe the developers have been enticed in to developing a DC emulator for this service (owned by Time Warner) for a few bundles of money?
It's probably not likely, but it wouldn't be the first time it's happened - Stephané whatshisname (developer of Genesis / Mega Drive emulator Gens) was hired by Real Networks (who of course make RealPlayer) to develop a Mega Drive emulator for their subscription-based online gaming service RealArcade (no secret is made of this - his name is printed in an "About" dialog box in the program).
So, maybe this somewhat preposterous suggestion is why Garoffi and co haven't been around for a while =P
