I could be wrong about this, but I think the problem with force feedback in Linux is that force feeback/rumble is not a standard hid joystick type device. It would be relativly simple to do in Windows since Direct X accounts for this, but in Linux, one would have to write a driver for each and every joypad out there that supports rumble.
