Well, just as everything has bugs - games do too. Sometimes, developers release several versions of the same game. The old version will be discarded and the new version will then be manufactured only. Take Ocarina of Time for example...
There are 3 versions. This "dude" probably meant that he/she downloaded a newer version of the rom (like v1.2 from 1.0).

This seems more a discussion technical really. In any case the physical ROM can't be updated. However ... you can hack the ROM image using hex editors and compilors. IE a dumped ROM can be edited. As for getting ROM images etc. That discussion is forbidden here.

There are revisions for various releases of programs as Doom said. As for what the person you were reading was saying, no idea. :D

Some people are hacking the original Zelda ROM to add new features and graphics, (See general Nintendo 64 the unicorn something err rather for details :) ).

Oh yes, and a rom can be edited as mentioned, so technically it's possible to update a rom. But will a casual user ever do that? Doubtful. More likely download a newer version (or alternative version) of the rom. There are altered roms out there...

It's not so much that the roms are updated, but rather the programs that catalogue them (GoodTools). Roms that were once thought to be "good" may turn out to be bad dumps, overdumps, hacks, etc.

In MAME's case, roms are often updated. As more is understood about the hardware, more information may be needed from the orignal pcbs.
