A bug in OoT [no, actually a gameplay question]

I'm not sure if it is a bug or not, but I can't get pass the Gerudo Fortress. I'm suppose to save some workers but they are not in the cells. However, the guy outside the tent still asks me to check on his workers.

yes, it's a bit hard to find them all...
TIP: kill the guards, first shoot them with your longshot, then, attack them with your sword

Arrows also work well. When you rescue the forth then you get the membership card so you can freely walk around in the Fortress.
